To find Arlo, just use a Rocket Radar and check the map. Easy peasy!

You can encounter Arlo by using a Rocket Radar, which sometimes needs to be assembled from Mysterious Components dropped by defeated Rocket Grunts.

From experience, I find Arlo mostly in the early mornings or late afternoons at Rocket PokeStops. The timing can vary, though!
