Ballistic Shields can be located via Creative mode. They ain't in Battle Royale at all!

As someone who loves tinkering in Creative mode, I can confirm you only get the Ballistic Shield by accessing the Devices in Creative.

You can find the Ballistic Shield in Fortnite's 'Creative' mode under the Devices tab. Just open up your Creative Inventory, and you should spot it there!
