Barbara can be found in the town of El Quebrados, which is located in the northwest part of the map near Tierra Robada. She's hanging out at the police station there. If you're trying to win her over, remember, she's a cop, so maybe keep the wanted level down when you drop by to say hi!

Honestly, why bother with Barbara? There are cooler characters to spend your time on in GTA San Andreas. Just saying.

Just look for the El Quebrados police station in the desert. Barbara's there. Super easy to spot once you're in the right area.
