Just craft 'em! For the Blue Tablet, you need a blueprint from the Thermal Plant and kyanite. The Orange Tablet needs nickel ore and Ion cubes.

The Blue Tablet is at the Primary Containment Facility, and you’ll find the Orange Tablet in the second Degasi Seabase on the Deep Grand Reef.
