Honestly, crafting it is your best bet. Gather the necessary materials and use your base's crafting station. Much more satisfying than scavenging.

pro tip: break down rocks and boulders you find around the map. Some of them drop cement when you do. Happy building!

Cement in Palworld can usually be found by looting abandoned buildings or ruins. Don't forget to check industrial areas too, those are goldmines for construction materials!
