If you're not into claiming workshops, server hopping at known cement bag locations can also work wonders for your concrete stash. Gotta love those junk piles, too.
Honestly, just hit up Workshops. They usually have resources you can farm directly, including concrete. Plus, claiming them gives you something to do, other than just scavenging.
Abandoned building sites are your best friend for finding concrete. Also, don't forget to loot everything! Sometimes those bags of cement are just sitting in the corner waiting for someone to pick them up.
Concrete in Fallout 76 can mainly be found in bags labeled as 'Bag of Cement' which you'll stumble upon in construction areas, abandoned buildings, or around workshops. A sure spot is the Gorge Junkyard to the east of Vault 76 which has a concrete extractor if you claim the workshop!
