Typically, you need to defeat at least 6 enemies in a row without leaving the area, then a dire foe might appear after your next encounter. Good luck!
You gotta chain battles in the same area. After around the 6th or so, there's a decent chance a dire foe will make an entrance.
Just keep fighting enemies in the same spot. The more you fight, the higher the chance for a dire foe to spawn.
