Look for preppers’ houses or utility sheds on the map, they sometimes have survivors with tech skills hiding in them.
Try finding and recruiting a survivor with the 'Engineering' trait, as they usually have Electronics skill too.
Y’all just need to keep an eye on the radio for electronics specialists offering help. They're around, just gotta be patient!
