Honestly, just roam the Forest. I stumbled upon fever blossoms by accident while trying to escape a pack of angry Ghouls. Didn't note the exact location cause I was too busy running, but I can confirm they're out there. So, adventure time?

Just server hop near the rivers in the Forest area. It's hit or miss, but they do spawn. Also, check player vendors. Sometimes you get lucky and don't have to hunt them down yourself.
