Flatbeds are pretty elusive but not impossible to find. Best bet is during the daytime in game, around the industrial parts of any city. Ocean Docks is a hotspot. Happy hunting!

Actually saw one parked near Easter Basin docks in SF. No joke, was just roaming and there it was. Seems like dock areas are the way to go!
