They're these creepy dressed up versions of the usual scorched, making them a tad easier to spot with their festive outfits. Keep your eyes peeled for any oddly festive-looking enemies. Also, check out locations with high Scorched activity; they tend to pop up there during the event.

Just look for the areas that already have a bunch of Scorched hanging around. During the Halloween event, some of them get a makeover with costumes. It's kinda like a spooky, apocalyptic trick-or-treat situation. Whitespring is also a good bet – lots of enemies and usually some Halloween Scorched among them.
Pro tip: Events and public quests are your friend if you're hunting for Halloween Scorched. Places like the Mire indeed have them, but I've bumped into these spooky dudes during certain events too. Keep an eye on the event notifications!
