Hardened Mass drops from enemies in a nuke zone, so ya gotta wait for a nuke to drop or launch one yourself. Once the mushroom cloud settles, head in with some rad protection and start hunting. Glowing ones and other nasties in the area often drop it. Remember, it's a rare crafting material, so grab it fast and watch out for other players!

Just look in nuke zones. Hardened Mass is a craft material that you'll find on enemies there. No big secret, just make sure you're ready for a fight.
