Hylian Rice is all over the place but a surefire spot is near the Faron region, specifically in the grassy fields close to Lakeside Stable. You'll find it growing wild, ready for you to pick! Another hotspot is around Satori Mountain; besides the rice, it's a beautiful area worth exploring.
Honestly? Just buy it from a vendor in Hateno Village. Save yourself the trouble of foraging. Time is rupees, people!
