To snag the jetpack in GTA San Andreas on Android, hit up the Area 69 research lab during the 'Black Project' mission. It's pretty much a stealth mission, so sneak your way through and you'll get your hands on the jetpack. After that, you can spawn it anytime using the cheat code: YECGAA or ROCKETMAN.
