Larry Tupper hangs out in the desert, specifically in a barn in the Grand Senora Desert. He's hiding out near some boulders just northwest of the airstrip. Once you get close, the area will be marked with a blue dot on your mini-map, signaling his location. Tupper won't just wait around to get caught though, so be ready for a chase!

Honestly, just look around the big barn in the desert. Dude's not exactly enjoying a luxury hideout, he's easy to spot if you're in the right area.

Took me forever to find him, but yeah, the big barn in the desert is where he's at. Had to circle around a bit, but once you know where to look, it's pretty straightforward.
