Just server hop at Whitespring Golf Club. I swear, every time I do, I bump into at least a couple of legendaries. Not the most adventurous strategy, but hey, it works!

Events and high-level areas are your go-to for legendaries, but don't sleep on Nuke Zones. Dropping a nuke and rolling through the fallout is a surefire way to find some tough legendary enemies. Plus, the loot is top-notch!
