Look for Sandstone Outcrops in the Safe Shallows and the Kelp Forest. They often drop lead along with silver and gold.
Honestly, try the Grassy Plateaus. I found a ton of lead while exploring there鈥攑lus, it's not as dangerous as some other biomes.
