LOL, Strong and his milk quest had me confused at first too! But no, there's no cow tipping in the wasteland for his milk. It's all about bonding with him by being a decent wasteland hero.

Hate to break it to ya, but there's no actual milk for Strong. Strong's obsession with finding the 'milk of human kindness' is metaphorical, coming from Shakespeare's 'Macbeth.' Instead, focus on showing him acts of kindness through your in-game choices to increase your camaraderie.
