Nifflers? Just look in the shiny places! JK, but seriously, get to the Room of Requirement. That's where all the magic (creature magic, in this case) happens. You gotta play a bit to unlock it, but it's worth it!
If you're after a Niffler, make sure you've got the Room of Requirement unlocked. Vivarium's your go-to spot. Caught my first Niffler there and named it Bling. Best magic pet ever, 10/10 would recommend.
