Honestly, just server hop at the Nuka-Cola Plant. It's not in Morgantown, but close enough and way more reliable for Nuka-Cola Quantum. Morgantown is a hit or miss.
Yeah, Morgantown High School is your best bet. Just sneak past those ghouls or show 'em who's boss and rummage through every nook and cranny. Nuka-Cola Quantum loves to play hide and seek there.
