Packie McReary from GTA 4 makes a comeback in GTA 5 and you can find him in Los Santos! He appears as a random event in the game. You gotta look for him in the area around Franklin's original neighborhood, specifically, he can be found in South Los Santos around the Strawberry area. Keep an eye out for a blue dot that appears on your map - that signals a random event. If you're lucky, that'll be Packie and his buddy trying to rob a store and needing a getaway driver. Help them out, and he'll be available to recruit for your heists!

lol just drive around Strawberry, you'll bump into him eventually. It's a random event so no precise location, just the general vibe of South Los Santos.

Honestly, finding Packie is more about luck than anything. Got him on my second playthrough totally by accident. Was just cruising and there he was, robbing a store. So yeah, keep your eyes peeled in Strawberry.
