Just go up north! Pigs are usually around there. Grapeseed is your best bet.

Oh, the elusive pig hunt in GTA 5! If you're on the hunt for pigs, head over to the Grapeseed Farms area. You can usually spot them hanging around there. Another hotspot is the rural areas north of the map, near the forests. Remember, these piggies are shy, so you might need to be patient or come back at different times to catch them!

Found one by accident while running from the cops near Grapeseed. So yeah, Grapeseed Farms area is where you wanna go.
