Just rely on good old luck and thorough exploration. The Ray Gun spawns in random chests too, though more rarely.
Hunt down alien NPCs and defeat them; they often drop Ray Guns as loot.
It's as simple as: go to the UFO sites, and check the alien-themed loot. Worked for me every time!
Keep an eye on the abductors and mothership! You can find Ray Guns inside the UFOs if you're lucky.
