Hot take: Just server hop till you find it. Some spots respawn faster, and you might stumble upon it with less hassle. Worked for me!
Honestly, just follow the main road east of Harper's Ferry and you'll hit Dyer Chemical. The dome isn't exactly hidden, but it's easy to miss if you're not looking for it. Sneak around the Robobrains, or just sprint in guns blazing - your call.
