Your best bet is to scour the world for Treasure Maps - these often lead you to plans, including the elusive robot armor plans. Don't forget to check out vendor bots, especially the ones at Harper's Ferry and Watoga Shopping Plaza. These mechanical merchants sometimes have what you need. Good luck, those plans are rarer than a friendly Deathclaw. But seriously, events and treasure maps are your friend here. Sometimes the grind pays off.

Easiest way? Hit up player vendors. Lots of players stockpile plans and sell them for easy caps. You might just find robot armor plans among their wares without all the legwork.
