Try vendor hopping, dude. Sometimes the plan pops up at the Phoenix Vendor Bot in Watoga or even at the Whitespring Bunker. It's kinda like a treasure hunt, but with less dirt and more Caps. Good luck!

Your best bet for finding the Signs and Letters plan in Fallout 76 is to hit up the vendors at the Watoga Shopping Plaza or the Whitespring Resort. Forget farming for Caps to buy the plan. Just join events and level up, you might get lucky with a random drop. Worked for me once!
