You'll find the silencer at the Underground Bunker. Just head to the coordinates 52N, 57E and look out for a hidden hatch!

Go to the northern part of the map near the waterfall. There鈥檚 a cave entrance there鈥攙enture inside, and you鈥檒l find the silencer along with some other goodies.
