Slowpoke tends to spawn more frequently in parks and in areas with high cell phone activity. So, head to your nearest park or urban area!
Honestly, just use the Nearby or Sightings feature in the game to track one down. It's the easiest way!
From my experience, Slowpoke is also a bit of a homebody! I’ve found them popping up more frequently in residential areas.
