Just hit up Billings Homestead in the Forest region. It's like the unofficial Tato HQ. Seriously, you'll find more tato flowers there than you'll know what to do with.

Tato flowers are a bit tricky to find since they're not in the most obvious spots. Your best bet is to check around farming areas and homesteads in the Forest region.
