Honestly, just roam around the wrecks near the Safe Shallows and Grassy Plateaus, and you'll practically trip over laser cutter fragments.
I found mine while exploring the wrecks in the Kelp Forest. A bit spooky with Stalkers lurking around, but totally doable!
