Head over to the Dry Reef! It's hiding in a cave that's pretty dark, right in the middle part of the map. Make sure you're there at night!

You'll find the Phosphor Gordo in the Dry Reef area, specifically in a cave near the central part. Look for it at night because Phosphor Slimes don't appear during the day!
