Check out the Degasi Seabases, particularly the one in the Jellyshroom Cave. The compensator might be there.
Best place to look is the various wrecks around the map. You'll find data boxes containing the blueprint.
From my experience, I found mine at the Sparse Reef wreck. Took me a while to get there, but it was worth it!
Honestly, just explore the Aurora wreck. There's a good chance you'll come across it there.
