I found my red balloon at the carnival area. It's around the games and prize stalls, just floating happily.

The red balloon spawns randomly around the map. Keep exploring different areas like the park, carnival, or near buildings.

You can find the red balloon in RoCitizens near the spawn point, right in front of the big fountain. Just keep your eyes peeled!
