You'll find the shovel in a cave system on the western part of the island. Gear up with some weapons and light sources; you'll face quite a few mutants before you dig it up!
Finding the shovel is tough; I got mine in the northwestern caves. But be ready for a fight, it's not just lying around!
The shovel is hidden in a cave near the central lake. Go prepared because it's a bit of a horror show down there!
Personally, I found mine in a cave near the river delta. Took some time and patience, but totally worth it!
