Vivillon appears when you pin enough postcards from different parts of the world. Scatterbug evolves into Vivillon with regional wing patterns based on the postcards you've pinned.

You can encounter Vivillon by collecting and pinning postcards from various regions. Each region will give you a different wing pattern when it evolves from Scatterbug. Gotta pin 'em all!
