You'll find a lot of Wood Elves (Bosmer) in Valenwood, their homeland. In Skyrim, check out Falkreath Hold. Happy hunting!

From my experience, Wood Elves are mostly in Valenwood. Also, pretty sure there's a bunch hanging around in Skyrim's Falkreath Hold. Stay wild!
