This tourist and their camera spawn at a handful of locations - like the Wavy Willard’s Water Park, near the lighthouse, or at the giant teapot. It's kinda random, so you might need to server hop a few times. Once you find them, loot the camera and you're all set to snap some Wasteland wonders!

Actually, finding the camera's a cool little adventure on its own. I stumbled upon the tourist by accident at the Mothman Museum. Took me a while, but server hopping did the trick. Once you get the camera, there are loads of in-game photography quests to keep you busy. So worth it!
