You can snag a helicopter in GTA 5 story mode over at the Los Santos International Airport. There're usually a couple parked in the hangars. If you're feeling sneaky, you can also find one at the Vespucci Beach helipad. Just remember, landing might be the easy part compared to taking off with the cops hot on your tail!
