If you want to catch your own, head to the Trophy Garden at the Pokémon Mansion on Route 212. Mr. Backlot sometimes mentions seeing Eevee there.

You can get an Eevee from Bebe in Hearthome City after you get the National Dex. Just visit her house next to the Pokémon Center!
