If you need control modules early, try going to the Void - missions like Hepit (Capture) and Teshub (Exterminate) usually drop them frequently.
Valac on Europa is a great spot for farming Control Modules. Worked for me when I started and needed them desperately! Just make sure you're prepared for the cold environment.
Hot take: Just trade with other players if you can't find them. Control modules aren't that expensive and it saves a lot of time!
