Fiberglass is a pretty handy material for crafting in Fallout 4. You can find it in various places, but start with scrapping items like telephones, microscopes, and cigar boxes. These are common in office buildings and research facilities. Also, don't forget to check vendors like Arturo in Diamond City. They often stock shipments of materials including fiberglass!

Hot take: Just buy it. Seriously, save yourself the trouble and buy fiberglass from vendors. Farming for it is a grind. Plus, you get to explore the market scenes in Fallout 4, which is a fun experience of its own.

Been there, done that, and I gotta say, Fort Hagen is a goldmine for fiberglass, among other things. Picked up tons of telephones and microscopes. Also, keep an eye out for makeshift batteries. They're bulky but worth the haul for the materials.
