You can't really 'buy' fuel in the traditional sense since it's more about earning it through gameplay. So, play through those missions and rack up that fuel!

No need to buy fuel. Just play through the story and events, and you'll find yourself swimming in it. I've been playing since launch and never had to worry about running out. Enjoy the journey!
