Easiest way? Just buy them from a player vendor. Seriously, farming events can be a grind, and some high-level players sell these plans for a couple of caps. Check out the player camps close to Vault 76; new players often get good deals there.
Gotta disagree with farming player vendors, it's hit or miss. Do the Powering Up Events. Not only do you get the plans, but you also get a decent chunk of XP and other rewards. Plus, it's a great way to really dive into what Fallout 76 offers in terms of cooperative gameplay and challenges.
I got mine from completing the 'Powering Up Monongah' event. Took a few tries, but so worth it. Now my camp's lit up like the Fourth of July!
