Got mine near a waterfall in the northwest part of the map. It was just wandering around there. Not sure if it's a guaranteed spot, but worth checking out.

Lovander? Just trade for it. Seriously, it's way easier than roaming around hoping for a chance encounter. Find a player who's got one and see if you can strike a deal.
