Rubber in Fallout 76 can usually be found in places with a lot of sports equipment, like gyms inside buildings or schools. You can also snag some from junk items that litter the wasteland, like basketballs, kickballs, and deflated soccer balls. Don't forget to scavenge around the Tygart Water Treatment plant too; it's a goldmine for rubber!
