You can snag some T51 armor at the National Guard Training Yard inside the armory (you'll need to be a bit sneaky or good with unlocking stuff). Another sweet spot is the South Boston Military Checkpoint. Just keep your eyes peeled for any baddies that might want to jump you there!
Don't bother hunting, just mod it in if you're on PC. Saves time, and you get to feel like Tony Stark in the wasteland.
Honestly, just wander around a bit. The Commonwealth is practically littered with power armor suits if you know where to look. Check behind locked doors or in the back of military convoys. Adventure is the name of the game!
