The fastest car in GTA San Andreas is the Infernus. You can usually find one parked at the mansion in the Richman area in Los Santos. If not there, keep your eyes peeled during your travels; it spawns in other parts of the city too. Just remember, respect the traffic laws... or don't; you're in GTA after all!
