Just steal it, lol. It's GTA, after all! But for real, check around the industrial areas, especially near the docks. Tow trucks love hanging out there.

If you're not seeing one instantly, drive away and come back or reload the game. Spawning can be a bit finicky in GTA. Patience is key!
