Just build it, bro. Click 'Build' in your base menu and pick 'Workshop.' Done.
You can build a workshop at your home base! Just make sure you have enough materials and Influence points. Happy building!
Firsthand tip – head to your base, click on an empty slot, and select 'Workshop' from the build menu. Works every time for me.
In the base management menu, choose to build a new facility and select 'Workshop.' Boom, zombie-slaying tools on the go!
