You can hire characters at various locations on the map. Check your quest log or NPC locations map for specific spots.

Just look around the major buildings or towns on the map. NPCs waiting to be hired usually hang out there.

From my experience, the best place to hire characters is at the Fort Crumpet and Dirty Docks—lots of good NPCs there!
